Talent Acquisition Manager/HR Manager - this is a hybrid work environment for Chicago only

Collins is an ENR Top 500 Design Firm and provides design and analysis services coupled with field experience to the transportation, marine, construction, and land development industries.

Collins Engineers, Inc., a leader in transportation, site/civil, contract services and marine engineering, is looking for a Talent Acquisition Manager to lead our team in our corporate office located in Chicago, IL. The Talent Acquisition Manager will be responsible for leading the Talent Acquisition Team in developing and implementing effective recruitment strategies to attract, hire, and retain top talent. You will play a critical role in shaping the workforce and ensuring that our team meets the company's goals and objectives. This role reports directly to the Senior Vice President-Human Resources, with the opportunity to advance into a more senior role in the future.

Key Responsibilities:

Collaborating with Hiring Managers

  • Partner with Regional Managers, Division Managers, and Department Heads to understand their specific needs and expectations to anticipate future requirements, define a recruitment strategy, and plan initiatives.
  • Act as an advisor about talent acquisition practices and recruiting decisions.
  • Provide coaching and guidance on effective interviewing and selection techniques.

Developing Recruitment Strategies

  • Develop and implement effective recruitment strategies tailored to the company’s needs.
  • Understand the job market, identify the best channels for sourcing candidates, and work closely with the Communications Department to create a strong employer brand to attract top talent.
  • Develop a deep understanding of the industry and the specialized functions of all positions within the organization.

Job Posting and Sourcing Candidates

  • Responsible for writing job descriptions and job postings.
  • Develop a talent source strategy to leverage networks in the industry using LinkedIn, recruiting sources, social media, professional networks, and job fairs to build a robust talent pool.

Candidate Experience

  • Ensure a positive candidate experience from first contact to final hiring decision, including making offers.
  • Provide timely communication, feedback, and a smooth onboarding process.

Utilizing Recruitment Metrics

  • Track and analyze recruitment metrics and KPIs to measure the effectiveness of the recruiting strategy.
  • Key metrics include time-to-fill, cost-per-hire, and the quality of new hires.
  • Conduct ongoing market analysis to refine sourcing methods.

Supervision

  • Lead, mentor, and develop the talent acquisition team.
  • Foster a culture of continuous improvement, innovation, and accountability within the team.
  • Provide strategies and guidance to hiring managers, ensuring hiring decisions support long-term company success.
  • Lead all recruiting meetings.
  • Build recruiting guides, job descriptions, job posting and offer letters.
  • Ensure strict compliance with labor laws and all other regulatory requirements in hiring practices.

Qualifications and/or Education:

  • Education: Bachelor’s degree or master’s degree in human resources, business administration, or a related field.
  • Certification: SHRM and/or HRCI certified.
  • Experience: Minimum of 10 years of experience in talent acquisition. Professional services and leadership experience a plus.
  • Skills: Strong interpersonal and communication skills, with the ability to build relationships and influence hiring managers.
  • Technical Proficiency: Familiarity with applicant tracking systems (ATS) and recruitment software. Paycom experience a plus.
  • Analytical Skills: Ability to analyze data and metrics to inform decision-making.
  • Project Management: Proven ability to manage multiple projects simultaneously and meet deadlines.
  • Leadership: Strong leadership skills with the ability to mentor and develop a team.
  • Problem-solving: Creative problem-solving skills to address challenges and find effective solutions.
