Role: Data Engineer

Location: Remote within the U.S.

Duration: 11 months Contract

Client is replacing its legacy Records Management System (RMS) and needs support to analyze and migrate existing RMS data (stored in MySQL and replicated to Microsoft SQL, with incomplete documentation) into the new RMS platform. The Client is seeking an Assigned Personnel resource in the Data Engineer category to perform legacy data discovery and analysis (including reconstructing a usable data dictionary and identifying data-quality issues), develop data mapping and transformation logic to align legacy structures to the new RMS ingestion requirements, write performant and repeatable SQL extraction/transformation scripts with appropriate staging and validation checks, and support iterative test migrations and final loading while collaborating with the RMS vendor to confirm successful imports, with clear documentation and knowledge transfer to Agency staff.

Responsibilities:

The Data Engineer must demonstrate proficiency in the following areas:

• Advanced SQL with emphasis on complex SELECT statements, joins, subqueries, and transformation logic.
• MySQL/MSSQL database architecture, and schema discovery.
• Data modeling, normalization concepts, and reverse-engineering undocumented schema.
• ETL methodology and preparing structured data for ingestion into third-party systems.
• Experience with public-safety RMS, case-management, or similarly complex relational data structures (preferred).
• Strong analytical and documentation skills with the ability to interpret incomplete or ambiguous legacy data.
• Experience with ETL processing binary large objects, PDF, and other unstructured data.

Tasks to be accomplished:

• Perform detailed analysis of legacy MySQL/MSSQL databases to identify tables, columns, relationships, keys, constraints, and implicit business rules
• Reverse-engineer or reconstruct a comprehensive data dictionary, including field definitions, data types, enumerations, and functional meaning
• Identify and Propose mitigations for data quality issues
• Develop comprehensive data-mapping documentation between legacy MySQL/MSSQL structures and new RMS ingestion requirements
• Recommend transformation logic to address structural mismatches, normalization differences, or field consolidations. Consider the feasibility of applying records retention policy to limit scope of exported data
• Write performant and accurate SELECT statements that extract, join, normalize, and structure legacy data into ingestion-ready datasets aligned with the new RMS schema
• Create temporary staging tables, views, or intermediate transformation logic as needed
• Incorporate data-quality checks, deduplication rules, value normalization, and field level remediation
• Produce SQL extraction scripts for each RMS module
• Provide documentation for each script, including purpose, dependencies, assumptions, and data transformations applied
• Deliver repeatable processes/instructions to support test migrations and final cutover
• Document fields that cannot be imported into the new platform due to incompatibilities. Agency staff will make determinations about criticality of data unable to be exported or imported
