Construction Project Manager

Long-term Contract

Various KY Locations (Around Frankfort / Lexington / Louisville or E-town)

Position Description:

  • Lead a State Project construction team in accordance with DECA policies and procedures for construction projects and contracts. State Project team will be comprised of private sector consultants and contractors along with various State Using Agencies.
  • Report and collaborate with DECA Management on all project matters.
  • Review and collaborate in the development of project documents.
  • Plan, organize, direct, coordinate, and report performance of project design team and construction projects.
  • Identify risk and create risk mitigation plans successfully.
  • Document and report all project data accurately and in a timely manner utilizing Commonwealths document collaboration system (eCommunications).
  • Create and present project data clearly to multiple stakeholder groups.
  • Successfully manage and execute 10 to 40 projects simultaneously, ranging in construction value and complexity from $100K to $50M each.
  • Successfully delivering construction projects on schedule and within budget.
  • Coordination of budget and schedule information with the Using Agency and DECA Management.
  • Successfully closeout projects.
  • Tracks all project status and provides management reports relative to overall progress relative to construction project delivery schedules. Review and provide approval for services provided including but not limited to pay applications and changes in scope of work.
  • Tracks status and provides management reports relative to scheduling, cost control, staffing and other related construction contract requirements.
  • Reviews recommended actions in resolving disputes relative to construction projects.
  • Directs and assists in outreach efforts to provide information about DECA projects.
  • Performs other related duties as assigned.

Minimum Required Qualifications:

  • 10 years’ experience in Management of multiple construction projects; experience within a large Capital Improvement program and familiarity with relevant Public Codes.
  • 5 years’ experience in Government Facility Construction preferred.
  • BA or BS in Architecture, Engineering, Urban Planning, Construction Management, OR a valid license in primary construction trades: HVAC, Plumbing, and or Electrical or a closely related field. OR A valid Construction Manager (CCM) credential by the Construction Manager Certification Institute (CMCI) Additional qualifying experience in excess to the minimum stated above may be substituted for the required education on a year for year basis.

Preferred Qualifications:

  • Experience with plan development and review.
  • Knowledge of all parts of the project life cycle, to include master planning, design, and closeout.
  • Experience in alternative delivery methods.
  • Experience with using a web-based project management system such as eCommunications.
  • Experience in Leadership in Energy and Environmental Design (LEED) certified projects and/or high-performance building standards.
  • Experience with AIA construction/design processes or similar.
  • A valid Certificate of Registration as an Architect by the Kentucky Architectural Board or Professional Engineer by the Kentucky State Board for Professional Engineers and Land Surveyors OR
  • A valid Construction Manager (CCM) credential by the Construction Manager Certification

Institute (CMCI) OR

  • A valid license in primary construction trades: HVAC, Plumbing, and or Electrical.

Compensation: $40-50/hr rate depending on experience.

Relative to portal to portal pay travel expenses, the following shall apply: Payment may be requested for actual time spent travelling on behalf of the state at the contract unit hourly rates and no mileage expenses shall be claimed. Pre-Authorized Subsistence (lodging & meals) must follow State Travel Regulations and rates. Applies to necessary overnight stay only Other Expenses as Determined/approved in advance by DECA Actual Cost with receipt. State Issued Laptop and Cellphone for work use will be provided.
