Commercial Appraiser Location Fort Worth, TX : Description:
To collect and analyze physical, locational, legal and economic characteristics for commercial property accounts in Tarrant county and use TAD-specific mass appraisal software and generally accepted appraisal techniques to develop and defend estimates of market value determinations for given appraisal cycle.
KEY DUTIES AND RESPONSIBILITIES
- Locates/ discovers (using building permits and other means), performs on-site inspections, measures, collects and/or verifies previously collected data, and classifies improved and unimproved commercial properties for valuation purposes
- Performs accurate data entry to update and maintain commercial account data using TAD-specific mass appraisal system and utilizes other ancillary software including MS Office, Marshall Valuation Services, and Pictometry.
- Acquires knowledge and analyzes legal and economic market conditions relevant to commercial property valuation for a defined appraisal timeframe
- Adheres to established policies, procedures, and statutory requirements in performing appraisal task and determining market values
- Prepares estimates of market value for commercial vacant land and improved real property using generally accepted appraisal standards for mass appraisal
- Responds to inquiries, complaints, and informational request from property owners or their authorized agents over the telephone, in person, and/or via written correspondence
- Participates in informal value discussions, in person or by telephone, as requested by owners/consultants, to negotiate and offer settlement recommendations on completed records with notified values
- Prepares and presents information and defends appraisal district values before the Appraisal Review Board
- Performs other duties as assigned commensurate with the job level

Requirements:
Skills/Abilities :
- To attend a required series of TDLR-mandated appraisal courses and successfully pass all examinations within a designated timeframe
- To demonstrate strong written and interpersonal or public communication skills
- To thoroughly and accurately perform basic research, mathematical and statistical computations and data analysis
- To attain a proficient working knowledge of key portions of the Texas Property Tax Code
- To attain a proficient working knowledge of IAAO and USPAP Standards
- To work cooperatively and productively with managers, co-workers, property owners or property tax consultants in a courteous and professional manner
Education/Experience :
- Bachelor's Degree in real estate, finance, business, accounting or a related field, with at least one year of relevant property appraisal or commercial property sales or leasing experience preferred or an equivalent combination of pertinent education and professional/technical training, with at least 2 years of relevant property appraisal experience
- If applicant is a current Texas Department of Licensing and Registration (TDLR) Property Tax Professional registrant, a minimum of 1 year of commercial appraisal experience, and working toward a Level III classification is preferred.
- Valid driver's license, vehicle with current safety inspection and registration status and minimum state-mandated liability insurance is required
- Basic computer and keyboard competence required

- Must be willing to work some weekends and/or nights on a limited basis from May-July
WORK ENVIRONMENT
Working Conditions :
- Positions in this class typically require repetitive motions, walking, talking and hearing, sitting or standing for prolonged periods of time in an office setting.
- Work may, on occasion, entail light lifting and use of personal vehicle for property inspections
- General work hours are 8 am to 5 pm with the option to select an alternative daytime work schedule upon completion of a six-month probationary period.
- A blended schedule of work from office/work from home may be offered periodically throughout the year, depending on work cycles and work assignments
Physical and Mental Requirements :
- Position requires mental dexterity to operate a computer keyboard and standard office equipment with the ability to effectively communicate by phone, e-mail, writing and face to face. The position requires considerable concentration and ability to manage time effectively. The position is subject to stress caused by mandatory deadlines and workload. Requires the ability to ask questions that will bring forth the information needed to make sound decisions.

Regular attendance is essential. Incumbent must arrive at work on time, prepared to perform assigned duties and work assigned schedule. Incumbent must have the ability to work well with others. Incumbent must be able to perform the essential functions of the position without posing a direct threat to the health or safety of themselves or others
