Chief Operating Officer, Property Management

Location: Philadelphia, PA

Reports to: Senior Management Team

Employment Type: Full-Time, Executive Leadership

Position Overview

A national real estate investment and management firm is seeking a Chief Operating Officer (COO), Property Management to lead property operations across a large and growing multifamily housing portfolio. The COO will oversee day-to-day performance across market-rate communities, ensuring fiscal accountability, compliance, operational excellence, and high resident satisfaction. This individual will play a key role in aligning strategy with execution, delivering superior property performance, and serving as a culture champion across the organization.

Key Responsibilities

Operations & Financial Management

  • Oversee the property management and service operations teams to ensure alignment with quality standards, cost control, and revenue targets.
  • Review monthly and quarterly financial and variance reports, addressing performance gaps and implementing corrective actions.
  • Lead property-level budgeting, forecasting, and performance reviews in partnership with Accounting and Asset Management.
  • Ensure lease compliance, fair housing adherence, and up-to-date lease documents across the portfolio.
  • Supervise responses to emergencies and risk-related incidents, including coordination with insurance adjusters and management of claims.

Strategic Leadership

  • Maintain properties in excellent physical condition and develop efficient workflows for site teams.
  • Interpret regulatory standards and recommend procedural modifications to meet evolving compliance and staffing needs.
  • Guide the annual property budget submission process and report regularly on operational progress to the senior leadership team and key stakeholders.

Client, Partner & Stakeholder Relations

  • Maintain proactive communication with property owners, investors, and other key partners.
  • Present property performance narratives and financial updates, ensuring transparency and alignment.
  • Represent the organization at community meetings, business events, and with key partners and public agencies.

Team Development & Culture

  • Mentor, coach, and develop a high-performing team of Regional VPs and Property Managers.
  • Partner with internal training resources to deliver focused professional development.
  • Participate in recruiting and evaluation of key property leadership roles.
  • Lead cross-departmental engagement with senior managers to ensure collaborative execution of strategic initiatives.

Innovation & Best Practices

  • Research and pilot innovative operational practices drawn from top-performing companies across industries.
  • Oversee the development of policies, procedures, and systems that support scalable property management excellence.
  • Ensure property management software and reporting tools are fully utilized and optimized.

Qualifications

  • 10+ years of senior leadership experience managing a portfolio of 10,000+ multifamily units.
  • Demonstrated success leading high-performing, cross-functional teams in a fast-paced, matrixed environment.
  • Proven ability to implement best practices that drive portfolio value and efficiency.
  • Bachelor's degree required; MBA preferred.
  • Strong communication skills with the ability to influence, negotiate, and manage complex stakeholder relationships.
  • Experience with RealPage or similar property management platforms is a plus.
